How to Build an Aluminium Foil Container Project Report That Survives Appraisal

A machinery quotation that reads “automatic container line” on one undated page is what sends a foil plant file back. Nothing in the projections has to be arithmetically wrong for that to happen.

CA Ankit Shah, a Surat chartered accountant who prepares these files, calls appraisal largely a cross-checking exercise. A number with no document behind it is one the credit note rebuilds or discards.

A project report for an aluminium foil container plant is appraised as a consistency proof rather than a cost estimate. One declared capacity basis has to reproduce the machinery annexure, the revenue projection and the working capital ask without adjustment. The sections where it fails to reconcile are the sections that send the file back.

Declare the Capacity Basis the Foil Container Report Rebuilds

Capacity is declared as a calculation, not as a round units-per-day figure: rated strokes per minute, times cavities per stroke, times shift hours and working days, discounted by a utilisation factor you can defend.

Each input needs its own source paper.

  • Rated strokes per minute from the machinery proforma, not a brochure. An automatic container line is quoted at 40 to 80.
  • Cavities per stroke, a mould specification that changes with each container size.
  • Shift hours and working days, on the shift pattern you will staff.
  • First-year utilisation, the input an appraisal attacks first.

Credit officers commonly expect 40 to 60 percent utilisation in year one, ramping over two or three years, and no scheme document publishes that band. An unjustified 80 to 100 percent from month one gets the projection read as artificially inflated, in CA Manish Gugliya’s phrasing.

Containers per tonne of coil, the second declared number the press cannot supply, is set by blank size, foil gauge and web scrap. It converts a stroke count into the tonnage working capital has to fund.

Fix the format before any of this is typed. A Prime Minister’s Employment Generation Programme (PMEGP) application and a commercial bank’s template ask for different annexures.

Build the Machinery and Mould Annexure of the Project Report

A machinery annexure works as the project cost basis only when a third party could re-price the proforma behind it. When evaluating equipment options, insist on one document from one supplier:

  • Model and configuration, with cavity count and rated strokes per minute
  • Mould sets included by container size, plus the price of an additional set. Changeover frequency, not machine hours, sets the replacement interval
  • Spares kit, tooling and consumables shipped with the line
  • Connected utility load in kW and compressed air
  • Packing, Incoterm and named port
  • Delivery schedule in weeks from advance payment, and a validity date

Ask your machinery supplier for that single page. The appraisal rebuilds the whole project cost from it, and banks contact machinery vendors directly to confirm the quotation and the supplier’s GST number.

Padding the annexure buys nothing under PMEGP. A bank claims margin money subsidy on the capital expenditure projected in the report, but the scheme retains it only on the expenditure actually availed (Para 8.3). The excess goes back to the Khadi and Village Industries Commission once the project is ready for production.

Cavity count and rated speed move a container line’s price band more than any other specification, and they are the two fields the capacity basis is built from.

Assemble Project Cost and Means of Finance in the Foil Plant Report

Project cost under the PMEGP guidelines is capital expenditure plus one cycle of working capital (Para 4.1(iii)). Land is excluded, and a leased or ready-built workshed enters only at rent calculated for three years (Para 4.1(iv)).

Everything outside the machinery annexure needs its own paper: workshed, electrical connection, tooling, pre-operative expenses and contingency. Each is a row in a small-scale foil container plant’s capital budget an appraiser can demand a quotation against.

Means of finance then splits by route, and by beneficiary category within the subsidy route.

RouteOwn contributionSubsidy
PMEGP, general category10% of project cost15% urban, 25% rural
PMEGP, special category (SC/ST/OBC, women, ex-servicemen, hill and border areas)5% of project cost25% urban, 35% rural
Commercial MSME term loan20% to 33%, by lendernone

The machinery total then gets used a second way no annexure states. PMEGP village industry rules divide capital expenditure on workshed, machinery and furniture by the full-time employment created, then test the quotient against a per-head ceiling (Para 9). Two annexures written independently can disqualify the file between them.

Size the Working Capital Cycle Around the Aluminium Coil Pipeline

The working capital ask for a foil container plant is sized on the coil pipeline: coil in transit, coil in stores, work in progress and receivable days.

Ask the lender which method they assess it under before computing anything, because a turnover-linked method and a holding-period build-up produce different limits from the same plant.

Under PMEGP the ask is audited after sanction, not only at appraisal. The sanctioned component has to touch 100 percent of the cash credit limit within the three-year margin money lock-in, and run at not less than 75 percent utilisation.

Fall short and a proportionate amount of the subsidy is recovered and refunded to KVIC at the end of the third year (Para 8.4). A coil pipeline padded to enlarge the limit is a limit you then have to draw down for three years.

A working capital ask with no breakdown of raw material, salaries, utilities and inventory funding reads as liquidity stress after disbursement, a defect class Gugliya records.

Forecast Foil Container Profitability the Credit Note Rebuilds

Build the projection downward from the capacity basis, never upward from a target return. Turnover is declared capacity, times the utilisation you already committed to, times your realisation per thousand containers, all three declared earlier.

Debt service coverage then reads as a band rather than a floor to clear. Ankit Shah puts a DSCR of 1.5 to 2 as reading honest and a DSCR of 4 as reading manufactured, and a ratio that comfortable usually means the utilisation assumption upstream was inflated.

Your realisation per thousand containers has to hold up against what operating foil container plants actually achieve, because a rate above the market is the second-cheapest way to inflate a revenue line.

Declare the skeleton scrap too. The web the press returns sells back at a real price, and omitting the credit understates a revenue line.

Ankit Shah describes a file projecting ₹4 crore of turnover against GST returns of ₹80 lakh, with nothing explaining the jump. A greenfield plant breaks the same chain between declared capacity and the revenue line.

Close the Foil Container Report With the Statutory Annexure Pack

The annexure pack decides whether the report gets read at all. In Ankit Shah’s blunt version, missing papers and KYC gaps get the file returned before anyone opens the project report.

The pack carries KYC, Udyam and GST registration, three years of income tax returns, twelve months of bank statements, property or lease papers, the utility load sheet, and the supplier quotations.

Approvals still in progress stall a greenfield file. A consent listed as “to be obtained”, with no application number and no date, is not an annexure, and missing documents delay appraisal in Gugliya’s account.

Those site and utility papers sit at the front of any foil container factory setup sequence, which is why the filing date follows the site, not the machinery.

A PMEGP file runs on a published clock: 45 days for the district task force, then 30 days for the bank to communicate sanction or rejection, under paragraphs 11.16 and 11.19 of the scheme guidelines. Rejection is written, recorded with reasons by the nodal officer and appealable to the State Director, KVIC.

Reconciling the File Before You Submit It

Run one number through the whole file before it goes anywhere. Check that the machinery annexure can produce the capacity you declared, that the revenue projection uses it unchanged, and that the working capital ask funds the coil it consumes.

A file that reconciles has not earned a sanction. It has earned a reading on its merits: promoter standing, contribution and security still decide the outcome.

The six sections are not six documents. They are one capacity basis, declared once and defended six times, and the section where that defence fails to reconcile is the section that sends the file back.
